The SIU has reported that it has identified irregularities in the expenditure by the North West Education Department, as it relates to the supply and delivery of face masks.
The Special Investigating Unit (SIU) issued a report on Tuesday, 22 June 2021, on an informal procurement committee set up by the North West Department of Education. According to the SIU, the department is under investigation for overexpenditure totalling more than R6.5 million, relating to face masks.
The investigation by the SIU noted that two requests for quotations (RFQs) were issued by the committee on behalf of the department, for the supply and delivery of 50 000 masks per RFQ. Two RFQs were reportedly requested, with three service providers in the first and five in the second.
The department is said to have used the two RFQs to produce more masks than was initially requested, resulting in an irregular R9.2 million paid for masks instead of the R2.5 million per treasury regulations. The SIU also noted that one service provider was appointed despite submitting its quotation late.
